September 27, 2010 Minutes
Meeting:        Salem Licensing Board held Monday, September 27, 2010 at 6:00 pm in the third floor conference room, 120 Washington Street. Present were members: Robert St. Pierre, Chairman, Rick Lee and John Casey. Investigator Lt. Ouellette and Melissa Pagliaro, Clerk.


Approved:       One Day Liquor License. Applicant: St. John the Baptist Church. Present: Marilyn Costa, secretary for the church.
        Ms. Costa said that they are having a Parish dance on 10/2 to raise funds for the Parish. She said the picnic was a great success.
Mr. Casey motioned to approve and waive fee because they are a non-profit.
        Mr. Lee seconded.
Mr. St. Pierre said all were in favor. Motion carries.
        
Approved:       One Day Liquor License. Applicant: North Shore Bartending. Present: George McCabe.
        Mr. McCabe said that this was a fundraiser for the Phoenix School that is being held on the Friendship. He said they will serve complimentary beer and wine.
        Lt. Ouellette asked if there would be any sales.
        Mr. McCabe said no.
        The Board agreed a license is not needed.                               
        
Approved:       One Day Liquor License. Applicant: Stewart Ginsberg.
He said that this is a non profit event for a person that is deceased and has no money. The purpose of this event is to raise money for a proper burial.
Mr. Casey asked if he was a legitimate non-profit and had a certificate.
Mr. Ginsberg said he did not.
Lt. Ouellette said it would be beer and wine only then because he is not non profit.
Mr. Casey said that he needs to pay the $100 fee and provide Ms. Pagliaro with a certificate of insurance and arrange for a detail officer for the event.
Mr. Casey asked who would be serving.
Mr. Ginsberg said he had 7 TIPS certified people and would provide that information to Ms. Pagliaro.
Mr. Casey motioned to approve.
        Mr. Lee seconded.
Mr. St. Pierre said all were in favor. Motion carries.                  






Approved:       One Day Liquor License. Applicant: Salem Athenaeum. Present: Jody Smith.  
Mr. Casey asked about the event.
Ms. Smith said that it is for the Adam’s Lecture which will be held a t Hamilton Hall and there is a reception before the lecture that they will serve beer & wine at.
Mr. Casey said that the Board is returning the check as they are non profit.
Mr. Lee asked if the event was open to the public.
Mr. Smith said it was.
Mr. Casey motioned to approve.
        Mr. Lee seconded.
Mr. St. Pierre said all were in favor. Motion carries.

Approved:       One Day Liquor License. Applicant: Salem State University. Present: Alison Stinson.
        Ms. Stinson said they are doing an evening of music for the students.
        Mr. Lee asked where this would be held.
        Ms. Stinson said in the dining hall.
        Mr. Casey asked who would be serving.
        Ms Stinson said the food service company the school uses and provided insurance from them.
        Mr. Casey asked if she arranged for a detail.
        Ms. Stinson said she did.
        Mr. Lee asked how many people.
        Ms. Stinson said 50-100 at a time. She said the 3rd floor is designated for the bar area and if anyone is under 21 they will not even be permitted to that area.
        Mr. Lee suggested bracelets for the net event.
Mr. Casey motioned to approve.
        Mr. Lee seconded.
Mr. St. Pierre said all were in favor. Motion carries.          

Approved:       Application for a Street Performers License. Applicant: Stephen Marcotte.
        Mr. Marcotte said he will dress as two characters, a vampire and a zombie. He said the zombie plays the harmonica as well.
Mr. Casey motioned to approve pending a BOP.
        Mr. Lee seconded.
        Mr. St. Pierre said all were in favor. Motion carries
        
Approved:       Application for a Street Performers License. Applicant: Matthew Garelick
        Mr. Garelick said that he will be doing balloon twisting.
        Lt. Ouellette said he was all set.
        Mr. Casey motioned to approve.
        Mr. Lee seconded.
Mr. St. Pierre said all were in favor. Motion carries

Approved:       Application for a Street Performers License. Applicant: Patrick Brown.
        Mr. Casey asked what he would be doing.
        Mr. Brown said that he is a singer and songwriter.
        Mr. Casey went over the rules about no passing for tips, the hours which are 10am to 8pm and no amplification.
Mr. Casey motioned to approve.
        Mr. Lee seconded.
Mr. St. Pierre said all were in favor. Motion carries.  

Approved:       Application for a Street Performers License. Applicant: Dennis Dulong, Jr.
                Mr. St. Pierre asked what he would be doing.
                Mr. Dulong said that he would be playing the guitar and singing.
Mr. Casey told him the rules about not passing anything for tips, the hours and that no amplification is allowed.
Mr. Casey motioned to approve.
        Mr. Lee seconded.
Mr. St. Pierre said all were in favor. Motion carries.  

Approved:       Application for a Street Performers License. Applicant: AARRR! Brown University. Present: Applicant Olivia Harding could not make it to the meeting.
        Mr. Casey said that Ms. Talkowsky is vouching for them.
Mr. Casey motioned to approve pending BOP.
        Mr. Lee seconded.
Mr. St. Pierre said all were in favor. Motion carries.

Approved:       Application for a sub-licensee Fortunetelling Licenses for Bewitched II. Applicant: Kelly Flannagan and Kristina Gurksnis. Present: Bill Lazdowski, owner, Kelly and Kristina.
        Mr. Casey asked if they have previously read in the City.
        Both Kelly and Kristina said they have individual license and now want to go read for Mr. Lazdowski.  
Mr. Casey motioned to approve pending BOP’s.  
        Mr. Lee seconded.
Mr. St. Pierre said all were in favor. Motion carries.

Approved:       Application for a sub-licensee Fortunetelling License for Artemisia Botanicals. Applicant: Betty Jane Ware. Present: Terri Calgren, store owner.
        Ms. Calgren said that Betty is currently in England but will readapt her store when she returns. She said she has read for her in the past.
        Mr. Casey motioned to approve.
        Mr. Lee seconded.
Mr. St. Pierre said all were in favor. Motion carries.

Approved:       Application for a sub-licensee Fortunetelling Licenses for The Salem Chapel. Applicant: Alexandre Bookstein and Katherine Samuelson. Present: Donald Lewis, Owner and Katherine.
        Mr. Lewis said that Alexandre could not be here tonight.
        Mr. Casey asked Ms. Samuelson what she does
        Ms. Samuelson said that she does a writing type of readings.
            Mr. Lewis said that Mr. Bookstein will do tarot cards.
        Mr. Casey motioned to approve.
        Mr. Lee seconded.
Mr. St. Pierre said all were in favor. Motion carries.

Approved:       Application for a sub-licensee Fortunetelling License for HEX. Applicant: Debby Coulter. Present: Christian Day.
        Mr. Casey asked Mr. Day to tell the Board about Deb.
        Mr. Day said that she has read for him for years for the Fair but now wants her to have a license for his store.
        Mr. Casey asked what Ms. Coulter does.
        Mr. Day said she does tarot, palm medium ship, etc.
        Mr. Casey motioned to approve.
        Mr. Lee seconded.
Mr. St. Pierre said all were in favor. Motion carries

Approved:       Application for a sub-licensee for A Higher Balance Healing Center. Applicant: Kelly Knight. Present: Judy Copp.  
        Ms. Copp said that Kelly was at work tonight. She said she was her assistant and good friend and has been reading for a long time.
Mr. Casey motioned to approve pending a BOP.
        Mr. Lee seconded.
Mr. St. Pierre said all were in favor. Motion carries.

Approved:       Application for a sub-licensee for Witch’s Hide, LLC. Applicant: Tara Fritz. Present: Delilah Bettencourt.  
        Ms. Bettencourt said that Tara has previously worked at Crow Haven. She said that she has done tarot and palm reading.  
Mr. Casey motioned to approve pending a BOP.
        Mr. Lee seconded.
Mr. St. Pierre said all were in favor. Motion carries.


Approved:       Application for a renewal of an Individual Fortunetelling license. Applicant: Phyllis Brewer Brown.  
        Ms. Brown said that he reads for parties at people’s homes and sometimes her home.
        Mr. Casey reminded her not to have neon signs flashing in her windows to advertise and asked how she did advertise.
        Ms. Brown said word of mouth.
        She said she also read in a store for Barbara Safranski.   
Mr. Casey motioned to approve pending a BOP.
        Mr. Lee seconded.
Mr. St. Pierre said all were in favor. Motion carries.




Approved:       Application for a renewal of an Individual Fortunetelling license. Applicant: Linda Weinbaum  
        Ms.Weinbaum said this is her individual license renewal but that she will also be reading for Ms. Safranski.    
Mr. Casey motioned to approve pending a BOP.
        Mr. Lee seconded.
Mr. St. Pierre said all were in favor. Motion carries.


Approved:       Application for a renewal of two Store Fortunetelling licenses for Angelica’s and Angel’s Landing and sub licensees at both stores. . Applicant: Barbara Safranski.  
        Ms. Safranski said that she is first renewing the Store license for Angels Landing and applying for four sub licensees there. Phyllis, Kelly, Linda and Stasia will be reading there.     
Mr. Casey motioned to approve.
        Mr. Lee seconded.
Mr. St. Pierre said all were in favor. Motion carries.

Ms. Safranski said she is also applying to renew the store license for Angelica’s and for two readers there. She said Tory and Demetrius will be reading there.
Mr. Casey motioned to approve pending the BOP’s.
Mr. Lee seconded.
Mr. St. Pierre said all were in favor. Motion carries.

Approved:       Application for a Common Victualler’s License. Applicant: The Hungry Whale, 72 Wharf Street. Present: Greg and Cynthia Zawislak, owners.
        Ms. Zawislak said that it was Josh’s place. She said it is a small sandwich, ice cream and convenience store. She said there are no plans to change anything until after the Halloween season.
        Mr. Casey asked if they are serving food with seating.
        Ms. Zawislak said there are 4 stools.
        Mr. Casey said all of the paper work is in order and asked when they would be opening.
        Mr. Zawislak said they have been there for three days now.
        Mr. Lee wished them the best of luck.
        Mr. Casey asked about the hours.
        Ms. Zawislak said from 9:30-5pm.
        Mr. Lee suggested the Board approve the maximum limit on the hours that way they can adjust without coming back to the Board.
        Mr. Casey said they can open form 7 am – 10 pm 7 days a week. He asked if they would have any entertainment.
        Mr. Zawislak said no.
Mr. Casey motioned to approve.
Mr. Lee seconded.
